THE EXAMS POINT / INDIAN POLITY (POLITICS)

Who makes up Parliament?

01 · President

A constitutional component of Parliament under Article 79; not a member of either House.

02 · Lok Sabha

House of the People; the Union Council of Ministers is collectively responsible to it.

03 · Rajya Sabha

Council of States; a continuing House with members retiring periodically.

Connect the branches

Parliament consists of the President and two Houses. Government and Parliament are related but distinct institutions.

Avoid the exam trap

Collective responsibility of the Union Council of Ministers is to Lok Sabha, not to both Houses equally.

Test yourself: Is the President a member of the Rajya Sabha?

No. The President is a constitutional component of Parliament, but is not a member of either House.
