THE EXAMS POINT / INDIAN POLITY (POLITICS)

Three legislative lists

01 · Union List

Parliament ordinarily legislates on these subjects.

02 · State List

States ordinarily legislate, subject to constitutional exceptions.

03 · Concurrent List

Both may legislate; Article 254 governs specified conflicts.

04 · Residuary matters

Article 248 places residuary legislative power with Parliament, subject to constitutional provisions.

Connect the branches

Distribution of legislative competence must be read with constitutional exceptions, not as absolute isolation.

Avoid the exam trap

A State law on a Concurrent List matter is not automatically invalid simply because Parliament can legislate.

Test yourself: Does every Union–State disagreement trigger Article 254?

No. Article 254 addresses repugnancy in the relevant Concurrent List context, not every possible competence dispute.
